Technology innovation alone won’t allow us to achieve our CO2 emission reduction targets. Institutional reforms are needed to alter the context in which regulatory incentives and controls can be used to promote changes in consumer behavior. This projects analyzes the role of change agents in who help to modify public policies in ways that encourage greater use of electrified personal transport (i.e. EVs) and renewable energy more generally.
